YoCo Strong Restart Grant 2021
American Rescue Plan Act (ARPA) funds 

To support small businesses and nonprofits in York County, the County of York has allocated American Rescue Plan Act (ARPA) funds to provide recovery grant funding through the YoCo Strong Restart Fund Grant 2021, administered by the York County Economic Alliance (YCEA).

The applications window closed Monday, November 22 at 5 p.m. Applicants will be notified of funds in mid-December.

Overview

The Restart program will provide financial support to businesses recovering from the economic impact of the COVID-19 pandemic to support expenses such as rent, utilities, equipment, from June 30, 2021 to December 31, 2021. Full details can be viewed in the eligibility guidelines.

This grant fund will offer resources for the following categories:

  • Small Businesses with 50 or fewer FTE (full-time equivalent) employees, established as of July 1, 2021 with $3 million or fewer in revenue.
  • Non-profits with 75 or fewer FTE (full-time equivalent) employees established as of July 1, 2021 with $3 million or fewer in revenue.

Multiple entities with common ownership, defined as ownership of 20% or more, are eligible to apply, but the Restart program will prioritize exhausting all funds to individual applicants before multiple awards may be eligible, given it is anticipated that demand will exceed total available funding

YoCo Strong Restart Fund & Data

In 2020, the York County Commissioners voted to allocate a portion of the $40.5 million in Coronavirus Aid, Relief and Economic Security (CARES)  Act funding to support a small business and nonprofit organization grant program. The YoCo Strong Restart program was administered by the York County Economic Alliance and Community First Fund.

Utilizing the YoCo Strong Recovery Task Force report as guidance, the County will dedicate $10 million for small business support, and $4 million for nonprofit support. Grants amounts were available up to $35,000 for eligible organizations negatively impacted by the COVID-19 pandemic.

To deploy these funds in an expedited manner to meet the guidelines set forth by the federal government, and ensure compliance the County government, the York County Economic Alliance in partnership with Community First Fund, administered an application process for this funding.
